Kivalliq Hydro-Fibre Link
Project Overview
- Location: Manitoba–Nunavut border to Rankin Inlet, with spurs to Arviat, Whale Cove, Chesterfield Inlet, and Baker Lake
- Type: Energy — hydroelectric transmission and fibre optic
- Investment: $1–2 billion CAD
- Proponent: Nukik Corporation (Inuit-owned, affiliated with Sakku Investments / Kivalliq Inuit Association)
- Status: Proposed
- Indigenous involvement: Fully Indigenous-owned and operated
Executive Summary
A long-distance transmission line from Manitoba Hydro's northern grid running roughly 1,200 kilometres into the Kivalliq region, with spurs serving Rankin Inlet, Arviat, Whale Cove, Chesterfield Inlet, and Baker Lake. A parallel fibre optic line shares the right-of-way and brings the first terrestrial high-speed broadband to all five communities.
What's being built
A long-distance transmission line from Manitoba Hydro's northern grid running roughly 1,200 kilometres into the Kivalliq region, with spurs serving Rankin Inlet, Arviat, Whale Cove, Chesterfield Inlet, and Baker Lake. A parallel fibre optic line shares the right-of-way and brings the first terrestrial high-speed broadband to all five communities.
Indigenous context
Nukik Corporation is Inuit-owned and led, with Sakku Investments — the business arm of the Kivalliq Inuit Association — as the anchor shareholder. The project has been developed inside Inuit governance structures with the explicit goal of generating long-term revenue for Inuit beneficiaries through transmission tariffs and equity returns.
Why investors should pay attention
The project replaces diesel generation in five Kivalliq communities with hydroelectric power from Manitoba's grid and delivers terrestrial broadband on the same right-of-way. The proponent is Inuit-owned. Federal funding has been announced for early-stage work. Potential industrial offtake exists in the region — Agnico Eagle operates the Meliadine mine near Rankin Inlet and the Meadowbank/Amaruq complex near Baker Lake — though no offtake arrangements have been publicly confirmed.
